These buildings were warranted to be

Bush
signs antiterrorism Bill
WASHINGTON (AP) - President Bush (news
- web
sites) on Friday signed a
sweeping anti-terrorism bill into law, giving police and intelligence
agencies
vast new powers to ``counter a threat like no other our nation has ever faced.''.....
``This government will enforce this law with all the
urgency of a nation at war,''
Bush said. The legislation, while somewhat
weakened from the administration's
original proposal, expands the FBI (news
- web
sites)'s wiretapping and electronic
surveillance authority and imposes stronger penalties for harboring or
financing
terrorists. It increases the number of crimes considered terrorist acts and
toughens
the punishment for committing them. The
bill also gives police wide-ranging new
anti-terrorism powers to secretly search people's homes and business
records
and to eavesdrop on telephone and computer conversations.....Lawmakers,
worried about possible abuse of the new wiretapping and surveillance
powers,
placed a four-year cap on that part of the legislation.
``It gives us the time to
investigate whether there were any outrageous abuses,'' Sen. Dianne Feinstein
(news
- bio
- voting
record), D-Calif., said.....The House inserted an expiration
date for the new wiretapping and electronic surveillance powers. Under the
bill,
Congress has to renew the anti-terrorism legislation before Dec. 31, 2005,
or the
eavesdropping sections expire. Ashcroft
and Bush fought strongly against that
provision, but Republican leaders in the House told them the bill could not
muster
a majority without it. The
bill is H.R. 3162.

Terror to Freedom
"At first it was called "Operation
Infinite Justice." Just our luck: The codename teed off
Muslim clerics more fluent in theology than our Christian president. Apparently
missing
a few Sunday School classes, Bush failed to realize that – Uncle Sam's
ambitions aside –
only God can mete out infinite justice. So, to appease the Islamic
scholars, Bush and Co.
decided to tee off the civil libertarians instead. The
antiterrorist terror campaign was
re-christened "Operation Enduring Freedom." To be fair,
while lacking the retributive
ferocity of the first, the new moniker still sounds patriotic enough to fit
somewhere in a
Bruce Springsteen lyric. If only it weren't a bucket of bunk.....As America

us leaving

"ASHCROFT INITIALLY WANTED Congress to pass
his anti-terrorism package by week’s
end, but it wasn’t only liberal Democrats who had objections. House Republican
leader
Dick Armey emerged from a midweek meeting with Ashcroft and other
congressional
leaders openly cool to the rushed timetable. When reporters asked how long it
would
take to reach consensus for passage, Armey said several weeks. Ashcroft will
appear
before the Senate Judiciary Committee on Tuesday to lobby for his proposals. The
notion
that the Senate would pass his package without debate, or even holding a
hearing, is not
the way Congress does business. Ashcroft can be forgiven for thinking
he could skip the
normal legislative process given the enormity of the events he is dealing with
as the nation’s
chief law-enforcement officer. But the coalition of
groups and lawmakers who see themselves
as protectors of civil liberties also got a wake-up call on that fateful
Tuesday, and that is that
they must maintain their vigilance in the face of almost overwhelming pressure
to do otherwise
in the name of national security....Ashcroft would like authority for the
government to indefinitely
detain and possibly deport immigrants if there’s any suspicion they are linked
to terrorist
activity.....One provision favored by Ashcroft would
give the Immigration and Naturalization
Service (INS) rather than a judge, as under current law, the power to declare
someone a

Ashcroft will almost
certainly not get what he wants...." MSNBC News Sept.

Bush: The Tools for the FBI against Terrorism
"....First, what we've seen is these
terrorists are very sophisticated, and so are their
communications. They must -- their calls must be penetrated when
we feel there's a
threat to America. We've got to know what's on their mind. And
so, therefore, we
must give the FBI the ability to track calls when they make calls from
different phones,
for example. We're asking Congress for the authority to hold suspected
terrorists who
are in the process of being deported, until they're deported. That
seems to make sense
-- (laughter) -- that if a suspected terrorist is detained, and our nation has
decided to
deport the person, then they ought to be held in custody until the action
actually takes
place. We believe it's a necessary tool to make America a safe place....I

international effort and
under the auspices of the United Nations," state television quoted
Kharrazi as saying

The television gave no further details but Kharrazi normally visits parliament
to hold
closed-door meetings with deputies on important international developments. Analysts,
noting Iran did not join the UN-backed multinational force which drove Iraqi
troops from
Kuwait in 1991, said Kharrazi's comments raised prospects of closer links

Iran and Washington on international security issues. Iran, which has
strongly condemned
the suicide attacks in New York and Washington, has been under Western pressure

OPENING SALVO
BRITISH SAS troops have fought a
gun battle in Afghanistan with Taliban fighters, marking the
first confrontation in the war against terrorism. A four-man SAS
reconnaissance and intelligence
team, known as a brick, exchanged automatic gunfire with a group of Taliban
fighters when
they unexpectedly encountered each other in the foothills of Kabul.
The gunfight is
believed
to have taken place on Friday but it is understood the SAS infiltrated
Afghanistan five days
earlier, the first deployment in the increasing military build-up in the region.
The SAS team
entered Afghanistan from Tajikistan. The men's
immediate task was to set up a communications
link with their UK headquarters and to make an assessment of conditions on the
ground in
areas known to be dominated by those protecting Osama bin Laden....Reports
also
emerged that the British intelligence arm MI6 had
pinpointed bin Laden's location,
still in Afghanistan. UK
papers said the spy group traced bin Laden – leader of the
terrorist organization al-Qaeda – to a desolate region close to the town of
Jalalabad on the
country's north-east border with Pakistan. Prime
Minister Tony Blair's spokesman said:
"We know he is there, put it that way." When asked if bin

the World Trade Center and Pentagon to make the commission's focus,
"homeland defense,"
a national catch phrase. Now, underneath public statements about bipartisan
unity, there is
disagreement about how to interpret it into a meaningful counter terrorism
strategy on the
home front. On Thursday, President Bush
announced he will appoint Pennsylvania Gov.
Tom Ridge, a Republican, to a new Cabinet-level position overseeing the Office
of
Homeland Security. Ridge's job,
White House officials explained Friday, is to develop
a comprehensive national strategy to strengthen "homeland preparedness and
security."
That means coordinating existing efforts now scattered among federal, state and
local
agencies. It would mean taking information
about terrorists supplied by the FBI or others,
piecing it together with other information, and turning it into defensive
actions, such as
increased airport security, or beefed-up protection of everything from
computer
networks to water supplies....Former Sens. Gary Hart and Warren
Rudman, who
co-chaired the Commission on National Security, said they want to go a step
further
than Bush, folding the U.S. Customs Service, Border Patrol, Coast Guard and
Federal
Emergency Management Agency into a new department headed by
Ridge....."

Civilians
and a Biothreat
For ‘safety’ reasons, the federal
government has decided
not to bring the general public into the loop about how to
prepare for a likely biological- or chemical-weapon attack.
"Orson Welles’ 1938 Halloween radio
broadcast of H.G. Wells’ fantasy novel The
War of the Worlds sent thousands of men, women and children throughout the
nation
into a panic. The cause of the hysteria: Martians had landed in Grover’s Mill,
N.J., and
death and destruction lay in their wake. Although announcements periodically
were made
throughout the program that the
broadcast was a fictional drama, many missed the
disclaimers. People flooded police, newspaper and radio switchboards to find out
what
protective measures could be taken against the Martian invasion. The New York
Times,
for example, received nearly a thousand calls. One
caller wondered, “At what time will it
be the end of the world?” A caller to a police station in New York City
demanded to
know if “the wave of poison gas will reach as far as Queens.” In Harlem,
dozens of men
and women rushed into the West 123rd Street Police Station, having packed
their
belongings, and demanded information about how to evacuate the city.
This well-produced
radio broadcast of an imaginary Martian invasion caused a national panic, as
literally
thousands of ordinary Americans were ready to flee hearth and home for safety,
turning
to government and the media for guidance. Fast-forward 63 years. While
destruction of
the planet by men from Mars no longer makes the list of doomsday scenarios,
new
“invaders” have muscled their way onto that list, including terrorist
attacks using biological
or chemical weapons. As with Welles’ Halloween broadcast of 1938, today’s
perceived
destroyer of populations is invisible but not imaginary. Without warning,
civilians won’t
have a clue until days or weeks later that an attack even has occurred, let
alone whether
they have been subjected to the deadly agents. And those tasked with
coordinating a
response to such an invasion tell Insight they fear the panicked reaction will
be so
great as to be unmanageable. Experts agree that the threat of attack by
bioterrorists —
whether state-sponsored or carried out by independent radicals with weapons of
mass
destruction (WMDs) such as biological or chemical agents — no longer is a
matter of if,
but when. Indeed, “low-tech” attacks already have occurred, and the threat
of such
terrorism is simply a grim reality of the new millennium. In March 1995, for
instance,
lethal nerve gas was released in a Tokyo subway by a Japanese cult, Aum
Shinrikyo,
killing 12 and hospitalizing 5,000...."

flags, guns sell briskly

Gun and flag sales peaked across Central Florida as
defiant, fearful residents rushed to arm
themselves Tuesday and display their patriotism. Many were first-time buyers,
some not even
knowing how to load their weapons. By 4 p.m., Buck's Gun Rack in Daytona Beach
had sold
9,000 bullets -- at least 400 percent above an average day -- and more than 10
rifles and
shotguns. "It's like a hurricane. You may have four cans of tuna fish at
home, and you still
go out and buy more," said Forrest Buckwald, co-owner of the store.
"Today, everybody
bought." The same sense of urgency spurred sales at M&M Flags and
Banners in Longwood.
"By Friday there won't be no flags left in the country," said owner
James Knapton, who
ordered $20,000 of U.S. flags by late afternoon. "When this stuff
happens, they just sell,
bare out to the walls." Still, ammunition outsold the Stars and Stripes.

mostly because it has such a difficult answer. I love
my country, and I'd love to find references to it in the last days. But it isn't
