upply could be next. A leading voice in the Senate on medical and health issues is
urging the government to protect the nation's food supply. Tennessee Republican Bill
Frist, the Senate's only doctor, tells The Associated Press he's turning his attention
"to prevent the next thing." Frist is sponsoring legislation to earmark $1.4 billion dollars
for combating bioterrorism, upgrading computers, training workers and improving health
laboratories. The government considers the most likely targets to be fruits and vegetables
that people eat raw, and cattle that could be infected with fast-spreading foot-and-mouth
disease....To deter potential terrorists, Congress is considering hiring hundreds of new
food inspectors and lab technicians, and empowering the government to seize or recall
tainted products and inspect food makers' records. The Agriculture Department has put
veterinarians on alert and wants more guards to protect labs around the country that work

WASHINGTON (AP) - President Bush (news - web sites) on Friday signed a
sweeping anti-terrorism bill into law, giving police and intelligence agencies
vast new powers to ``counter a threat like no other our nation has ever faced.''.....
``This government will enforce this law with all the urgency of a nation at war,''
Bush said. The legislation, while somewhat weakened from the administration's
original proposal, expands the FBI (news - web sites)'s wiretapping and electronic
surveillance authority and imposes stronger penalties for harboring or financing
terrorists. It increases the number of crimes considered terrorist acts and toughens
the punishment for committing them. The bill also gives police wide-ranging new
anti-terrorism powers to secretly search people's homes and business records
and to eavesdrop on telephone and computer conversations.....Lawmakers,
worried about possible abuse of the new wiretapping and surveillance powers,
placed a four-year cap on that part of the legislation. ``It gives us the time to
investigate whether there were any outrageous abuses,'' Sen. Dianne Feinstein
(news - bio - voting record), D-Calif., said.....The House inserted an expiration
date for the new wiretapping and electronic surveillance powers. Under the bill,
Congress has to renew the anti-terrorism legislation before Dec. 31, 2005, or the
eavesdropping sections expire. Ashcroft and Bush fought strongly against that
provision, but Republican leaders in the House told them the bill could not muster

decided to tee off the civil libertarians instead. The antiterrorist terror campaign was
re-christened "Operation Enduring Freedom." To be fair, while lacking the retributive

Bruce Springsteen lyric. If only it weren't a bucket of bunk.....As America laces up its

Action against Osama bin Laden by American-led special forces remains on hold
today because US intelligence still cannot locate him....no direct attack on Bin Laden
can be scheduled. With President George Bush having prepared America and the
world for early military retaliation, persistent delay could become politically embarrassing.
But government sources in London applaud Washington's caution, in being unwilling
to move until it is sure it knows what it is attacking. The coalition recognizes that it would

information on those living in the country. In addition, the officials said, Beirut will
not extradite Lebanese residents believed by the United States to be involved

MOGADISHU, Somalia (AP) - Thousands of Somalis carried images of Osama bin

world during a demonstration Sunday that the government tried to discourage.
Hundreds of members of the new police force stood by as Sheikh Ahmed Dhisow,
an influential Muslim leader, told the crowd that Muslims were willing to grant peace
to those who gave them peace but said ``we will make those who keep

"Iranian Foreign Minister Kamal Kharrazi said yesterday Tehran would join an
international coalition to fight terrorism if it was coordinated by the United Nations.
"Iran will cooperate in the fight against terrorism as part of an international effort and
under the auspices of the United Nations," state television quoted Kharrazi as saying
in remarks made during a visit to parliament.
The television gave no further details but Kharrazi normally visits parliament to hold
closed-door meetings with deputies on important international developments. Analysts,
noting Iran did not join the UN-backed multinational force which drove Iraqi troops from
Kuwait in 1991, said Kharrazi's comments raised prospects of closer links between
Iran and Washington on international security issues. Iran, which has strongly condemned
the suicide attacks in New York and Washington, has been under Western pressure to
play an active role in the drive to fight world terrorism. But Tehran has opposed any
military attack on its eastern neighbour for fear of a new flood of refugees to add to the
more than two million Afghans it already hosts.....Despite its dislike of Afghanistan's
Taliban rulers, Tehran has made it clear it would not allow its airspace to be used to
launch attacks on its neighbor...The agency said Kharrazi and Prince Saud, speaking
by telephone, condemned the attacks on the United States and expressed "great

BRITISH SAS troops have fought a gun battle in Afghanistan with Taliban fighters, marking the
first confrontation in the war against terrorism. A four-man SAS reconnaissance and intelligence
team, known as a brick, exchanged automatic gunfire with a group of Taliban fighters when
they unexpectedly encountered each other in the foothills of Kabul. The gunfight is believed
to have taken place on Friday but it is understood the SAS infiltrated Afghanistan five days
earlier, the first deployment in the increasing military build-up in the region. The SAS team
entered Afghanistan from Tajikistan. The men's immediate task was to set up a communications
link with their UK headquarters and to make an assessment of conditions on the ground in
areas known to be dominated by those protecting Osama bin Laden....Reports also
emerged that the British intelligence arm MI6 had pinpointed bin Laden's location,
still in Afghanistan. UK papers said the spy group traced bin Laden – leader of the
terrorist organization al-Qaeda – to a desolate region close to the town of Jalalabad on the
country's north-east border with Pakistan. Prime Minister Tony Blair's spokesman said:
"We know he is there, put it that way." When asked if bin Laden's exact whereabouts had
been identified, he insisted: "We know where he is."....Of the more than 200 warplanes
flowing to the Gulf region, 75 are on the aircraft carrier USS Theodore Roosevelt, which
sailed from Virginia towards the Mediterranean last week. It joins the carriers USS Carl
Vinson and USS Enterprise, now stationed in or near the Gulf with 75 warplanes each...."

US closes net round Afghanistan [The coalition gets ready for war]

The United States Army began moving troops to within striking distance of Afghanistan
as a massive deployment of warplanes, ships, equipment and personnel entered its second day.
Army Secretary Mr Thomas White, the US army's top civilian official, said the Army was "ready to
conduct sustained land combat operations" in the Persian Gulf region. He said the deployment
of special operations forces, light infantry and other troops was the first step in a broader military
campaign that would unfold in coming weeks, adding that American casualties were likely.
"This is not a police activity. We have treated [combating terrorism] as a police activity
in the past," said Mr White, the army's top civilian official. "This is war.....He said the campaign
would eventually involve other countries known to harbour or shelter terrorists. Analysts
speculated these might include Iraq, Sudan and Libya....The Special Power Commando or
KSK, which Germany considers among NATO's best troops, were due to leave their base in
south-western Germany "any minute now", according to Die Welt newspaper. Russia, meanwhile,
is pouring troops, tanks, and military equipment onto the border with Afghanistan. In addition to
10,000 border guards under Russian command on the ex-Soviet state of Tajikistan's border
with Afghanistan, Moscow has sent tanks and several thousand crack troops to the border
zone over the past week. But even as the military deployments progressed, the US was
struggling to articulate this new kind of war against a shadowy, elusive enemy...."

Defining 'homeland defense'

- Two years ago this week, the U.S. Commission on National Security issued an ominous
warning. "We should expect conflicts in which adversaries, because of cultural affinities
different from our own, will resort to forms and levels of violence shocking to our sensitivities,
" the commission said in its report, "New World Coming." The report was looking ahead
25 years. Few people imagined it would happen this soon. It took the Sept. 11 attacks on
the World Trade Center and Pentagon to make the commission's focus, "homeland defense,"
a national catch phrase. Now, underneath public statements about bipartisan unity, there is
disagreement about how to interpret it into a meaningful counter terrorism strategy on the
home front. On Thursday, President Bush announced he will appoint Pennsylvania Gov.
Tom Ridge, a Republican, to a new Cabinet-level position overseeing the Office of
Homeland Security. Ridge's job, White House officials explained Friday, is to develop
a comprehensive national strategy to strengthen "homeland preparedness and security."
That means coordinating existing efforts now scattered among federal, state and local

U.S. moves to solidify other nations' support

last week, senior U.S. officials said they are rushing to negotiate military and other
agreements "that put those promises in writing -- before anyone changes their mind".....
...Senior U.S. officials also are preparing for two key meetings Wednesday with Russian
officials: Secretary of State Colin Powell with his counterpart, Foreign Minister Igor Ivanov,
and Deputy Secretary of State Richard Armitage with senior Russian officials in Moscow.
Officials said the Armitage mission will be to sound out how much military and intelligence
cooperation is possible with the Russians. He will ask whether U.S. forces can use Russian

The subject of whether ground forces could pass through the northern neighbors of
Afghanistan "may also come up," officials said.

Pakistan has agreed to allow U.S. military overflights of its territory if necessary, but has

flights that take off in the United States daily, as well as general aviation flights.
Also, no flights will be allowed to come into the United States from
other countries. "The earliest the national groundstop will be lifted is noon tomorrow.
