Authorities arrest terrorist planning to poison water supplies in US
WASHINGTON — Federal
officials have arrested two Al Qaeda terror suspects
in the U.S. with documents in their possession about how to poison the country's
water supplies, Fox News has learned. The first case involves James Ujaama,
36, who surrendered to the FBI last week in Denver. Sources say they found
documents about water poisoning among several other terrorism-related
documents

"Operation TIPS,
administered by the U.S. Department of Justice and developed in
partnership
with several other federal agencies, is one of the five component programs of
the Citizen Corps.
Operation TIPS will be a national system for reporting suspicious, and
potentially terrorist-related
activity. The program will involve the millions of American workers who, in the
daily course of their
work, are in a unique position to see potentially unusual or suspicious activity
in public places.
The Department of Justice is discussing participation with several industry
groups whose workers
are ideally suited to help in the anti-terrorism effort because their routines
allow them to recognize
unusual events and have expressed a desire for a mechanism to report these
events to authorities.
These workers will use their common sense and knowledge of their work...."

Terrorism Information
and Prevention System, or TIPS, means the US will have

program would use a minimum of 4 per cent of Americans to report
"suspicious activity".
Civil liberties groups have already warned that, with the passage earlier this
year of the
Patriot Act, there is potential for abusive, large-scale investigations of US

in the event of another large-scale terrorist attack on the United States.

The US government launched a new White House Office
to deal with internal security called
the "Office of Homeland Security". Tom Ridge, the Gov. of Pennsylvania
was appointed as
Director of the that office. On Monday Oct. the 8th, 2001., Gov. Ridge's
farewell address to
the State Legislature said: "To those Americans
who would lash out at your fellow citizens,
simply because they worship differently, or dress differently, or look
differently than you,
there is one word for such behavior: terrorism." So we have now
a new definition of
terrorism. This sounds very much like the language used in Hate legislation
where the
concept of hate seems to have been re-defined in many instances. This looks like
a
subtle attack on the freedom of speech. Time will tell.......
Model
health law empowers states-Drugs,
quarantine could be forced

take medication under model
legislation outlining when and how governors can use emergency powers to
address
public health crises such as recent anthrax attacks. The model law,
commissioned by the
US Centers for Disease Control and Prevention, also would give people the right
to
appeal states' decisions to quarantine or isolate them. Individuals with
contagious diseases,
such as smallpox, wouldn't be able to appeal orders for treatment or vaccination
under
the law...Lawrence Gostin, chief author of the
model law and a professor at Georgetown
University Law Center, said the academic panel that drafted the proposal tried
to balance
the need to control disease with individuals' civil rights -
something he said isn't done
under many current state laws. ''We felt if we were too Draconian and didn't
respect
people's rights, that meant the terrorists would win,'' Gostin said. Emergency
powers
allow governors to suspend normal government temporarily, letting
states swiftly
address disease epidemics or natural disasters such as earthquakes...."

Is
freedom the next casualty of Terrorism?

that every senator who voted for this expanded authority carefully weighed the
loss of privacy
it would entail and decided the sacrifice was justified. Despite its reputation
as a less deliberate
body, the House has proved more cautious about trading civil liberties for
promises of greater
security.....The most widely criticized element of the legislation would
authorize indefinite
detention of noncitizens whom the attorney general
deems "a threat to national security." But
the bill also contains less obvious threats to civil liberties, including
wiretap provisions similar
to those approved by the Senate.....In circumstances such as these, skeptics of
state power

which measures will enhance safety and which aspects of liberty are

Honoring
Liberty
"Two days ago, my husband learned that he lost
one of his U.S. Naval Academy classmates to
the terror that struck our country last week. Like so many others at the
Pentagon, this fine Navy
officer died in defense of freedom.....From Jerry Falwell's
well-publicized opinions about the
role immorality played in the big picture of this attack, to Bill Maher's
off-the-cuff statements
about military actions, to Anthony LoBaido's column on his religious views, freedom-loving
Americans are actually labeling other freedom-loving Americans as
"un-American" simply
because they disagree.
Do I think Dr. Falwell and Bill Maher and Anthony
LoBaido were tasteless and insensitive
in their recent remarks? Absolutely! But do I question their loyalty to
our Constitution and
our country? Absolutely not!....the notion of being
able to speak one's religious and
political views, has been something worth sacrificing for. Yet, some
of us are beginning
to do what the terrorists could not do last week: intimidate others into
silence.
